Los sistemas de información y los sectores rurales

Abstract

En Ecuador se discuten los conceptos de desarrollo, en particular en el sector rural, estos conceptos pueden guiar la actividad de las juntas parroquiales como instituciones administradoras de los sectores rurales en los cantones de todo el país, aquí se construyen políticas orientadas a generar sistemas de innovación socialmente incluyentes, por lo que se asume que en países en su camino hacia el desarrollo tienen un doble desafío: avanzar en la construcción de sistemas de innovación en las comunicaciones, y vincular esos sistemas a la solución de los grandes problemas socio económicos de estos sectores. A través de la discusión del problema de los sectores rurales, buscaremos respuesta a la pregunta de si es posible o no la transferencia de ciencia y tecnología a través del modelo de economía popular y solidaria ( EPS), a la vez que contribuya al despliegue de circuitos innovativos que satisfagan necesidades sociales, generen inclusión social, favorezcan la transformación productiva y contribuyan al desarrollo socio económico. Partimos de las teorizaciones contemporáneas sobre sistemas de innovación (Lundvall, 2000a y 2000b; Nelson, 1993; Nelson y Rosenberg, 1993) y de los enfoques sociales de la tecnología (Pinch y Bijker, 1987; Callon, M. 1992; Hugues, T., 1987: Thomas, H., 2008).
