Cooperação descentralizada. Atuação dos governos subnacionais no sistema internacional

Abstract

O presente trabalho busca analisar quais são as causas que levam os governos não centrais a se internacionalizarem, bem como as vantagens e dificuldades encontradas por esses governos ao se inserirem no sistema internacional. Nas últimas décadas, o processo de internacionalização de cidades vem se intensificando, no entanto, varia de acordo com os interesses particulares de cada região. O aumento da interdependência das relações políticas, econômicas e culturais amplia a importância de novos assuntos no cenário internacional, o que pode ser abordado através da teoria da interdependência complexa, pelo próprio conceito de cooperação descentralizada e do que os teóricos chamam de spillover.
