Sistema de monitoreo y evaluación para la gestión municipal del desarrollo local

Abstract

La investigación tuvo como objetivo estructurar un procedimiento para el diseño del sistema de monitoreo y evaluación para la gestión municipal integrada del desarrollo local. De esta forma, se estudian las regularidades inherentes del diseño y la implementación de un sistema de monitoreo y evaluación y sus características para la escala municipal. Así, se propone un procedimiento que incluye la descripción a términos operativos de la estrategia de desarrollo local a partir de un estudio de las relaciones entre los factores y resultados, lo cual sustenta el diseño del sistema de indicadores que posibilita el monitoreo y la evaluación para la toma de decisiones, así como la valoración integral de los resultados de la gestión para el aprendizaje organizacional y la rendición de cuentas.
