Análisis de la incidencia de la gestión social municipal en el desarrollo local. El caso del municipio de Tlalixtac de Cabrera, Oaxaca, México

Abstract

En México los gobiernos municipales han adquirido el carácter de gobierno con plenos derechos y competencia propia a partir de las reformas constitucionales de 1999. En el mismo periodo de las reformas, el municipio ha crecido significativamente en número de empleados, manejo de recursos económicos, influencia política, e incidencia en mayores ámbitos de la vida política, económica y social. (Morales, 2008). No obstante las reformas, en términos generales no se han incrementado su capacidad institucional; de tal forma que en muchas de las localidades, la deficiente gestión municipal ha generado limitados efectos económicos, políticos, sociales y ambientales en el desarrollo local de los municipios en México.
