La participación ciudadana en el estado cubano según Guanche

Abstract

La actual democracia requiere aglutinar las formas de participación ciudadana con una acertada conexión con los representantes para contribuir a un mejor funcionamiento de esta institución. La política puede ser vista como una cosa común y es en la participación popular donde puede encontrar un certero aliado-regulador. En Cuba son múltiples las vías de participación ciudadana encontrándose, no sólo la posibilidad de elegir y ser elegido como Delegado o Diputado a las Asambleas del Poder Popular, sino el ejercicio de la iniciativa legislativa por parte de los electores. Corresponde a la Asamblea Nacional sentar las bases para el reconocimiento constitucional del plebiscito para que sea otra opción más de participación. El Delegado municipal juega un papel importante en la relación Estado-elector, motivo por el cual hay que fortalecer su labor.
