Sistema de transparencia en México

Abstract

Actualmente, hablar del «sistema de transparencia» en México, es referirse a un término que no ha sido generalmente delimitido o reconocido. Se habla de sistema constitucional, sistema electoral como conceptos cuyos elementos y funcionamiento están aceptablemente bien definidos. Es así que se vuelve imprescindible, por todos los cambios, reformas e iniciativas de ley, en el ámbito energético, en el sistema educativo nacional, en el poder judicial, económico asir el concepto. En los dos últimos sexenios se ha hablado de «transparencia», y principalmente en el que acaba de iniciar del Presidente Enrique Peña Nieto, que como lo ha mencionado en repetidas ocasiones, busca robustecer el «sistema de transparencia y de acceso a la información pública gubernamenta»l pero no se ha delimitado desde el punta de vista conceptual su naturaleza ni sus alcances este documento pretende hacer generalizaciones en torno al tema.
