La presupuestación de las principales fuentes de financiamiento del gasto público en México

Abstract

Se exhibe un análisis jurídico nacional en analogía a la presupuestación de las principales fuentes de financiamiento que dispone el Estado mexicano para solventar el gasto público; exponiendo en primer término, la irrefutable necesidad de la intervención del Estado en la economía y potestad irrenunciable en el caso de estudio. Posteriormente, se muestra de manera sintetizada la fundamentación jurídica del proceso del ciclo presupuestario en México, limitándose el análisis en la Ley del Ingresos de la Federación (LIF) por los ejercicios fiscales del 2010 al 2019; encontrando a través del tratamiento estadístico pormenorizado de datos manifestados en el instrumento legal indicado, la relevancia de la proyección de ingresos en la categorización denominada “Ingresos del Gobierno Federal” (INGGF), clasificación en la cual sobresale la sección de “Impuestos” y rubro que exhibe la transcendencia económica que representa para el Estado las contribuciones del Impuesto Sobre la Renta (ISR), el Impuesto al Valor Agregado (IVA) y el Impuesto Especial Sobre Producción y Servicios (IEPS). Asimismo, se presenta gráficamente el comportamiento de datos históricos y pronosticados mediante la regresión lineal.
