Límites de las estrategias de desarrollo regional endógeno. Una mirada desde México

Abstract

Durante el último cuarto de siglo el tema del desarrollo ha ocupado un lugar privilegiado en el campo de las ciencias sociales. Se ha vuelto importante la tesis de impulsar el desarrollo desde las localidades, a partir de la concepción del desarrollo endógeno. En este artículo se hace una revisión de este planteamiento a partir de la experiencia mexicana y las especificidades del estado de Sonora. Se argumenta que entre las posibilidades teóricas del desarrollo endógeno y la realidad económica, social, política y cultural de las localidades, existen obstáculos originados en el centralismo y la debilidad sistémica de las localidades. Esto sugiere que el enfoque tiene límites emanados de cada caso de estudio en lo particular, mismos que hay que atender a través revisión de las estrategias de desarrollo.
