Avaliação da transparência passiva em prefeituras goianas

Abstract

Com a promulgação da Lei nº 12.527/2011, Lei de Acesso à Informação – LAI, o tema transparência pública no Brasil ganhou maior evidência. O presente estudo tem por objetivo avaliar a efetividade da transparência passiva das prefeituras dos 28 municípios goianos que obtiveram nota igual ou superior a 90, no diagnóstico de avaliação de cumprimento da LAI, realizado pelo Tribunal de Contas dos municípios de Goiás. Quanto ao percurso metodológico, este estudo caracteriza-se com descritivo, com abordagem qualitativa e quantitativa. Do total de prefeituras analisadas, 26 (92,86%) foram consideradas não transparentes na forma passiva: em que quatro (14,29%) prefeituras não possibilitou em seus websites ou portais o envio da solicitação na forma eletrônica, enquanto que para 22 (78,57%) prefeituras o envio foi efetivado, porém não houve retorno, ou o retorno foi insatisfatório. Apenas duas (7,14%) prefeituras foram consideradas transparentes, pois o encaminhamento da solicitação ocorreu e o retorno foi considerado satisfatório. Conclui-se que os municípios analisados precisam estruturar websites e portais, a fim de melhorar o gerenciamento dos canais de comunicação, atender aos requisitos da LAI relativos à transparência passiva.
