La importancia del diseño organizacional en las mancomunidades de la provincia del Guayas

Abstract

La constitución referente a la organización territorial del Estado, en su artículo 243, establece la posibilidad que dos o más regiones, provincias, cantones o parroquias contiguas puedan agruparse y formar mancomunidades, con la finalidad de mejorar la gestión de sus competencias y favorecer sus procesos de integración. El manual de conformación para el ejercicio de la competencia de tránsito, transporte terrestre y seguridad vial señala que una mancomunidad es el agrupamiento de dos o más GAD para la gestión de sus competencias o el favorecimiento de sus procesos de integración, En efecto, la norma que se ocupa de regular lo relativo a las mancomunidades es el COOTAD.
