Perspectivas de mejora de la gestión tributaria en el impuesto sobre los ingresos personales en el sector de trabajadores por cuenta propia en el municipio de Santiago de Cuba

Abstract

En este artículo se analiza la gestión tributaria del impuesto sobre los ingresos personales (ISIP) que pagan los trabajadores por cuenta propia (TCP) en el municipio de Santiago de Cuba desde enero del 2013 hasta abril del 2016. Con este fin se confecciona un cuestionario para conocer la percepción de los TCP sobre la gestión tributaria y se realizan entrevistas estructuradas a especialistas de la Oficina tributaria (ONAT), también se emplearon datos de series históricas de la recaudación impositiva. La información obtenida fue procesada con métodos y técnicas de planeación estratégica para obtener los factores que más inciden en la gestión tributaria del ISIP y en base a ello se formularon estrategias para su mejora encaminadas al crecimiento de la recaudación y aumento del radio de acción de las actividades de fiscalización lo que contribuirá a la elevación de los niveles de disciplina de pago en el municipio.
