Abstract

El presente ensayo, tiene por objeto hacer un esbozo de la pobreza en el Municipio de Xalapa, Ver. a partir del año 1997 y hasta el año 2003. Durante este proceso, es posible apoyar la hipótesis de que el nivel de gasto municipal no ha sido eficaz para superar la igualdad social y de forma descentralizada por medio de los recursos públicos federales los impactos no han sido favorables. Ante tal circunstancia, los ejercicios públicos demandan una apreciación objetiva sobre la estructura de su gasto municipal, considerando que se debe estudiar su desarrollo en función a las necesidades propias de la coyuntura económica, que en su conjunto sean capaces de propiciar mejores condiciones para los que menos ingresos logran en el municipio mencionado.
