Declaración Jurada De Ingresos, Rentas Y Patrimonio: Herramienta Para Asegurar El Cobro Efectivo De Las Obligaciones En Las Personas Naturales

Abstract

Ese ciclo de recaudación comienza con la “inscripción” de un ciudadano ante la Administración Tributaria, paso que lo convierte en “contribuyente o responsable” o “contribuyente con una responsabilidad ciudadana ¨ por la cual se convierte en sujeto pasivo de la obligación tributaria quien, en virtud de la ley, debe cumplirla en calidad de contribuyente, retentor o perceptor.1 (Decreto Ley 169/1997). Queda definido en este Decreto Ley que en el Registro de Contribuyentes, deberán inscribirse los sujetos pasivos de las obligaciones tributarias, en la forma y término establecidos legalmente y estarán obligados a mantener actualizados sus datos en éste y que los sujetos pasivos deberán acreditar ante dicho Registro su capacidad de obrar en materia tributaria, así como la de sus representantes legales.
