El Modelo De Regulación Del Servicio Público De Telecomunicaciones En Colombia

Abstract

En este artículo se analiza el desarrollo del modelo de regulación en la prestación del servicio público de telecomunicaciones en Colombia, a partir de la liberalización de los servicios públicos domiciliarios (SPD) establecida en el marco normativo de la Constitución Política de Colombia de 1991 y la Ley 142 de 1994. Basado en la revisión de la literatura existente sobre la teoría y modelos de regulación en la prestación de SPD, las diferentes resoluciones emitidas por la Comisión de Regulación de Telecomunicaciones (CRT), los datos arrojados por estudios alternos de organizaciones como la Superintendencia de Servicios Públicos Domiciliarios (SSPD), Centro de Estudios sobre Desarrollo Económico de la Universidad de los Andes (CEDE), Asociación Nacional de Ingeniería Sanitaria y Ambiental (ACODAL) y la Contraloría General de la República, se plantea que el servicio público de telecomunicaciones para el caso colombiano, se encuentra articulado a una política pública que responde al recetario neoliberal, generando problemas y asimetrías de información en el modelo de regulación.
