Las reformas constitucionales y el socialismo

Abstract

El pueblo insurgente, dirigido por la Central Obrera Boliviana (COB) no obstante, su debilidad provocada por la capitalización de las Empresas estatales y el despido de sus afiliados, luego de 20 años de resistencia a la política neoliberal, aplicada a partir del año 1985, por Víctor Paz Estenssoro y otras gestiones administrativas, expulsó del gobierno a Gonzalo Sánchez de Lozada en Octubre del 2003. Y aprobó como alternativa de lucha, un programa mínimo de realizaciones denominado Agenda de Octubre que contiene una política nacionalista revolucionaria en concordancia con la defensa del Estado revolucionario emergente de la revolución de Abril. La COB, FSTMB, CSUTCB y los sectores radicalizados de la población nacional, perforaron la política expresada en el DS 21060 en el que se fundaron las leyes (vigentes) que cambiaron en parte la estructura y la superestructura del Estado revolucionario (ley de pensiones, ley de la capitalización, ley INRA, etc.).
