Las Reformas Costitucionales Y Su Función Desintegradora

Abstract

El 9 Abril del año 1952 Hernán Siles Zuazo, a medio día en la Plaza Murillo, comunica que el golpe de Estado fracasó. Y apresurado grita “volveremos, venceremos y perdonaremos”. “Viva el MNR” y se marcha rumbo a la nunciatura (“Historia de una Leyenda” – Lupe Cajías) haciendo lo mismo, mas tarde, Antonio Seleme y otros dirigentes del movimiento nacionalista revolucionario (MNR) que buscaron exilio en las embajadas diplomáticas abandonando a las direcciones y cuadros comprometidos con el plan golpista preparado y ejecutado por la dirección del MNR. Pero ocurre que las direcciones medias y el pueblo movilizado, bajo la conducción de la Federación Sindical de Trabajadores Mineros de Bolivia (FSTMB), convierten el golpe de Estado en una insurrección nacional con la finalidad de alcanzar la nacionalización de las minas, la entrega de tierras a los campesinos, el ejercicio de los derechos políticos (voto y sindicalización universal), etc., ignorando la orden de Siles Zuazo de dar por concluido la acción golpista.
