El gobierno, a través del referéndum, no logro su objetivo consistente en alcanzar los dos tercios de votos (67 %) del total de la población electoral razón por la que no tiene la potestad ni la fuerza social y política necesaria para promulgar y aplicar democráticamente la nueva Constitución.
