Abstract

La situación de desabastecimiento en el país no ha contado con un análisis y diseño de políticas públicas responsable. El diseño y la administración de instrumentos legales y políticas públicas en este respecto, ha estado basada en más prejuicios que verdaderos juicios. Estas posiciones Ad Hoc asumidas por el Ejecutivo, por ejemplo perjurar ex ante a análisis alguno la mala fe de las empresas, explican porque se ha agravado el problema. De hecho, cada vez son más los estrangulamientos al aparato productivo nacional, por ejemplo, vía administración discrecional de la contradictoria Ley contra el Acaparamiento.
