La evolución política de Bolivia en estos años iniciales del Siglo XXI obliga a revisar todos los fundamentos de política usualmente aceptados. Posiblemente los fracasos políticos, que se manifiestan en forma de violencia, hambre, guerras y desórdenes de todo tipo se deban a las limitaciones reales de los conductores políticos y de su entorno general, dada una cierta circunstancia histórica y un cierto escenario popular.
