O Papel do Subnacional nas Políticas direcionadas às Mudanças Climáticas e Emissões de GEEs no Brasil

Abstract

O presente artigo objetiva, diante do cenário nacional de desmantelamento das políticas ambientais marcado pelo atual posicionamento do governo federal brasileiro, compreender como estão os atores subnacionais materializando ações no sentido de mitigar ou adaptar-se às mudanças climáticas. Com base na Sociologia da Ação Pública, e análise normativa e bibliográfica, aborda o papel da ação pública subnacional brasileira relacionada à mitigação e adaptação às mudanças climáticas, mormente nas políticas de mitigação de emissões de gases do efeito estufa (GEES), expondo sua configuração, seus atores, ferramentas, processos, resultados e relações.
