Evolución de la concentración de la tierra rural en el Perú: 1994 – 2012

Abstract

Con la reforma agraria de 1969, el Perú, aparentemente solucionó el problema de la tierra rural, sin embargo, hoy la situación se presenta más compleja. El objetivo de esta investigación fue determinar el nivel de concentración de la tierra rural en el Perú, entre los periodos 1994 y 2012 (censos agropecuarios), utilizando la curva de Lorenz y el índice de Gini, y analizar los cambios generados en ambos periodos. Los resultados muestran un aumento del índice de Gini, de 0.8966 en 1994 a 0.9264 en 2012, reflejando un aumento de la concentración de tierra, producto principalmente del enfoque agroexportador basado en la agricultura intensiva, que se va generalizando de forma preocupante. Esta excesiva concentración estaría afectando el desarrollo rural, siendo necesaria una reforma agraria, o políticas estrictas que tengan como objetivo lograr la mayor equi-distribución de la tierra rural, articulándola hacia modelos de producción agrarios que impulsen el desarrollo sostenible.
