Factores De ÉXito En La Administraciã“N Y Autogestiã“N Comunitaria Del Agua Potable

Abstract

Las Juntas Locales de Agua Potable (JLAP) son alternativas que se tejen a nivel local para administrar los recursos naturales que se encuentran en los territorios donde operan. Tienen factores relevantes que indican que su funcionamiento es el resultado de una serie de reglas que se construyen en comunidad para brindar y dar acceso a un bien fundamental como lo es el agua. Es así que frente al modelo general de administración que los gobiernos adquieren para prestar tal servicio, modelo que resulta insuficiente, ineficiente e ineficaz que trae consigo grandes desventajas que las personas de las zonas rurales y periurbanas tienen que soportar. Dicho esto, es importante hacer énfasis en los factores más relevantes que hacen de la autogestión comunitaria sea eficiente, eficaz y suficiente para prestar un servicio de calidad que permite tener acceso al agua potable de manera democrática.
