Abstract

El trabajo aborda en principio la necesidad de asumir que el desarrollo local no es espontáneo, sino que tiene que estar liderado y dirigido por los máximos órganos territoriales y ejecutado por sus respectivas administraciones, no puede ni debe haber ningún proceso de tal tipo, de manera espontánea e incoherente, por el contrario debe garantizarse una estrategia de desarrollo local donde, además de un crecimiento económico, haya una contribución importante al bienestar de la sociedad en cada localidad, por ello no es solo la valoración de las potencialidades en recursos, agentes, instituciones, es proyectar adecuadamente las acciones a emprender donde además, este presente de alguna manera, la solución de los planteamientos de la población y haya un nicho en el área de la producción y los servicios para aquellas actividades necesarias y donde la actuación de la administración es deficitaria. También se abordan los obstáculos con que se tropieza el desarrollo local para poder eliminarlos o minimizar sus efectos.
