Abstract

En este trabajo se presentan los elementos teóricos metodológicos fundamentales de la discusión en torno a la Evaluación de Impacto Ambiental (EIA), como instrumento analítico y sobre todo de política pública. La labor sustenta el análisis de su aplicación de la Evaluación del Impacto Ambiental (EIA) en México. Se intenta demostrar que existen, en nuestro país diversos factores que reducen las potencialidades de la Evaluación del Impacto Ambiental (EIA), como instrumento de apoyo en la toma de decisiones, tales como su no coordinación con otros instrumentos de política ambiental, el apabullante poder de las autoridades federales para incidir en el carácter de la Evaluación del Impacto Ambiental (EIA), y la casi nula capacidad de autoridades locales y grupos afectados e interesados de fungir como contrapesos y defender sus intereses.
