Abstract

Es una realidad que cambiaron las condiciones sobre las cuales se desarrollaba el proceso de planificación en la economía nacional: aseguramientos materiales garantizados sobre la base de balances materiales (método fundamental de planificación) y una gran seguridad y estabilidad en los aprovisionamiento a las empresas, pero la incertidumbre y la gama de posibles escenarios que se presentaban, exigían más que nunca el uso de la planificación con una nueva concepción.
