Este trabajo presenta un modelo sociopsicológico en la administración pública, llamado SPAP, para la figura del funcionario–líder; para ello cubre los siguientes tópicos: a) la administración, b) la administración pública, c) el líder en la administración pública, d) distinción entre servidor y funcionario público, e) el liderazgo y f) liderazgo en Administración Pública.
