Aplicabilidade prática da lei orçamentária anual: uma análise na gestão municipal

Abstract

Este trabalho tem por objetivo analisar a eficácia da Lei Orçamentária Anual (LOA) como instrumento orçamentário na gestão dos municípios tomando por base os parâmetros do orçamento planejado dentro do contexto legal. Para isso foram coletados relatórios de demonstrativos de receitas e despesas dos municípios de Amapá, Laranjal do Jarí e Oiapoque localizados no Estado do Amapá, região norte do Brasil. O tratamento do dados se deu a partir de estatistica descritiva e descritivas e dentre os resultados evidenciou-se a falta de aplicação prática da LOA nestes municípios. Portanto, se torna necessário um estudo mais aprofundado para elaboração da LOA na busca de uma otimização melhor dos recursos e uma aplicação mais prática nos municípios brasileiros.
