Abstract

La corrupción como fenómeno representa uno de los principales obstáculos para la consolidación política, económica y social de México. Las medidas que se han implementado a nivel federal no han servido para abatir los índices de incidencia ni de percepción del mismo. En este artículo se propone utilizar una figura de naturaleza fiscal, la discrepancia, como medida adicional para abatir la impunidad y por ende la ocurrencia de los hechos de corrupción.
