A Soberania: Uma Questão Para Se Discutir O 'Ser' E O 'Dever Ser'

Abstract

Objetivo deste artigo é analisar as interações transfronteiriças decorrentes do processo de integração entre Brasil e Bolívia, especificamente na Zona de Fronteira do Brasil/Bolívia, em Mato Grosso do Sul, na qual se localizam as cidades de Corumbá/MS e Ladário/MS (Brasil) e Puerto Quijarro e Puerto Suarez (Bolívia). As contradições entre o discurso da integração ('dever ser') e a realidade efetiva ('ser') sobressaem-se em meio ao processo de integração que se desenrola entre os mencionados Estados, incidindo diretamente nos seus assuntos domésticos, sobretudo, em relação as conjunturas que envolvem os limites da soberania.
