El Fortalecimiento De La Organización Barrial En Ecuador Como Elemento Necesario Para El Avance Del Desarrollo Social. El Caso Loja

Abstract

El funcionamiento de la organización barrial-popular se ha vinculado al ejercicio del poder en el marco de los nuevos gobiernos de izquierda de la América Latina del siglo XXI que intentan buscar alternativas a la dominación capitalista neoliberal. Dicha relación precisa de fortalecimiento desde arriba y desde abajo, para que la transacción de poder en ambas direcciones, fortalezca el proceso de democratización que promueven los gobiernos de izquierda y les beneficie con legitimidad, de lo contrario el acumulado político tradicional de paternalismo y clientelismo, solo traerá descalificación a la gobernabilidad, inestabilidad social y cero desarrollo social. Esta situación es apreciable en la situación política del Ecuador actual, específicamente en el caso de Loja, por lo que se indican algunos elementos para el fortalecimiento barrial en dicho municipio.
