Abstract

La magnitud y diversidad del problema de contaminación es tal que la sociedad es cada vez más consciente de los riesgos que de él derivan, de tal manera que, quienes toman decisiones, cada vez más, se muestran con voluntad política de solución. Al respecto es necesario adoptar soluciones de largo plazo técnicamente adecuadas, económicamente viables y socialmente factibles. En este contexto la participación privada viene a contribuir en la solución de un problema multidimensional que rebasan la capacidad y responsabilidad de la municipalidad.
