Abstract

El Globalizado mundo actual se caracteriza por la sorprendente rapidez con que se operan los cambios económicos, es este un escenario convulso que gira al mismo ritmo acelerado con que se suscitan las más importantes transformaciones en el terreno de la ciencia y la tecnología, no sorprende que ya muchos países hayan elaborado y establecido políticas científicas que, incluyendo el alcance del ya tradicional Sistema de Ciencia y Tecnología, hagan posible un mayor radio de acción con nuevos componentes y la participación de diferentes y muy diversos actores de la vida económica, social y política del país. Emergen de este entorno de constantes cambios y adaptaciones los llamados Sistemas de Ciencia e Innovación Tecnológica.
