Políticas De Asistencia Técnica Y Extensión Rural Para La Innovación En México

Abstract

Este artículo analiza las características y limitantes del extensionismo rural tradicional, señalando su carácter lineal y orientación a la oferta tecnológica. Posteriormente, revisa bajo la denominación de nuevo extensionismo, a las experiencias en materia de asesoría técnica, transferencia de tecnología y capacitación rural en México desde principios de los años noventa. Este nuevo extensionismo es un servicio privado de pago público, con operación descentralizada, con mayor participación de los productores, con programas de trabajo más flexibles y profesionales más diversos, y con un presupuesto importante pero disperso. Para que este nuevo extensionismo se convierta en un motor importante de la innovación rural debe resolver al menos siete retos: (i) Focalización del gasto público para fomentar innovación, (ii) Operación presupuestal ágil, (iii) Gestionar la interacción, con énfasis en la innovación, (iv) Intervenir bajo criterios técnicos, (v) Profesionalizar a los extensionistas, (vi) Sistematizar experiencias y aprender, y (vi) Incentivar la innovación al menos al mismo nivel que la publicación de los resultados de la investigación.
