Abstract

La fundamentación que revela el porqué se aduce la posibilidad desplegar bases doctrinales que provean a ulteriores propuestas legislativas para una jurisdicción y un proceso de familia en Cuba, se remonta a la fecha del 22 de septiembre de 1881, en que es presentado por el entonces Ministro de Gracia y Justicia del Reino de España, Manuel Alonso Martínez al Senado, el Proyecto de Ley de Bases. Por primera vez (aunque ya se había intentado en 1843) se recurre al sistema de Leyes de Bases. Este supone que, por el Gobierno, se presentan a las Cortes, en primer lugar, las líneas o principios generales rectores de la materia que, una vez aprobados, son desarrollados por la comisión técnica que redacta el texto articulado
