Abstract

El agua potable es un bien que forma parte de las denominadas “necesidades básicas” de una familia, sobre la base de las cuales se define el concepto de pobreza. Toda familia debe poder alcanzar el consumo mínimo de agua potable, que se asume equivalente al establecido para la aplicación del subsidio al consumo vigente (15 m3/arranque/mes y 20 m3/arranque/mes para zonas rurales y urbanas, respectivamente), definiendo como familia pobre a aquella que no alcanza dicho consumo mínimo de agua potable y otros bienes integrantes de la canasta básica.
