El presente trabajo se realiza sobre la base de un minucioso análisis bibliográfico, justamente en la fase inicial de la investigación, lo que contribuye a encontrar respuesta a la interrogante: La carencia de un procedimiento efectivo de Evaluación del Desempeño de los cuadros civiles del gobierno hospitalario, que esté enfocado hacia los resultados concretos y relacionado con las estrategias generales de la institución.
