Abstract

Mongolia has been trying to develop several types of Special Economic Zones (SEZs) after it passed "The Law on Free Trade Zones" in 2002. Unfortunately, these efforts haven't been fruitful so far. As of today, there are three state-supported Free Trade Zones (FTZs), which are being promoted unsuccessfully by the government of Mongolia. The Zamyn Uud FEZ is located at the biggest trade port between Mongolia and China, while on the other hand, the Altanbulag FTZ is located on the northern border of Mongolia and is the main port for entering Russia. The other FTZ, Tsagaannuur, it located at the crossroads of four countries: China, Kazakhstan, Mongolia and Russia. In this paper, we will analyze the policies and lessons from the countries that have benefited from successful FTZs. Then we will compare them by certain criteria and will try to find a suitable mode that can enable and push the development of Mongolia's SEZs. Also in this paper we will examine the dark side of the so-called "isolated enclaves" and will identify certain causes for unsuccessful or unbeneficial SEZs, so that Mongolian SEZs can avoid them.
