Evaluación econométrica de la demanda de agua de uso residencial en México

Abstract

This paper explores the reaction of consumers of urban water due to price variations, changes in price structure and the application of conservation policies. To do so, we estimate water demand function under block prices for the central region of Mexico relying mainly on Instrumental Variables (IV) and Discrete-Continuous Choice models (DCC) techniques already used in literature: Available data —longitudinal and cross-sectional monthly data— yield quite low sensitivity but superior to those observed in recent literature and feasible to be explained given the short-run nature of data. The analysis generates interesting conclusions regarding consume and households characteristics as well as for the climatic variable introduced.// Este trabajo intenta explorar la manera en que los consumidores de agua de uso residencial responderían ante incrementos en su precio, cambios en la estructura de cobro del mismo y la aplicación de políticas de conservación; para ello, se estima la función de demanda de agua con precios escalonados en la región central del país utilizando técnicas de estimación que van desde el uso de variables instrumentales (VI) hasta un método de estimación de opción discreta-continua (ODC). Los datos utilizados —transversales y longitudinales con frecuencia intraanual— arrojan una sensibilidad de los consumidores posiblemente pequeña, pero que se ubica por encima de la encontrada en la bibliografía reciente y que se explica por la naturaleza de corto plazo de los datos. Se generan conclusiones interesantes en torno de las características físicas y de consumo de los hogares y la variable climática utilizada.
