Balanza pública cero y sostenibilidad fiscal en México

Abstract

This document presents simulations on the evolution of public finances in Mexico for the 2002-2035 period considering contingent liabilities not reflected in the traditional public balance, and analyzes the possibility of implementing a Balanced Budget Rule (REP). Results suggest that a REP would tend to reduce public sector liabilities with additional revenues similar in size to those estimated with the fiscal reform for 2002. However, increases in government spending tend to raise the fiscal effort needed to maintain the REP more than proportionally. Thus, an additional annual government spending of 0.25 per cent of GDP requires an average annual fiscal effort between two and four times the referred additional government spending. This suggests that a successful REP requires additional public revenues and measures aimed at guaranteeing order and prudence in the execution of government spending. // Este artículo presenta simulaciones de la evolución de las finanzas públicas en México entre 2002 y 2035 considerando la existencia de pasivos contingentes no reflejados en las cuentas públicas tradicionales, y analiza la instrumentación de una regla de equilibrio presupuestario (REP) para México. Los resultados sugieren que la REP reduce las obligaciones del sector público en la mayoría de los casos, con un monto de ingresos adicionales similares a los estimados con la reforma fiscal de 2002. sin embargo, con presiones adicionales sobre el gasto público, el esfuerzo fiscal para mantener la REP aumenta más que proporcionalmente. Así, con una presión de gasto adicional anual de 0.25% de PIB, el promedio de esfuerzo fiscal anual por realizar para mantener la REP varía entre dos y cuatro veces el monto de gasto adicional señalado. Esto sugiere que una REP exitosa requiere mayores ingresos públicos y medidas que garanticen orden y prudencia en la ejecución del gasto público.
