Gasto público y provisión de servicios. El caso de la educación primaria en México

Abstract

This study analyzes the incidence of educational expenditure on the actual delivery of public education. The study employs a social planner and interest group model to test the determinants of public expenditure of education along with the production of education. The model is tested for Mexico using data at state level. According to the results, the expenditure on basic education responds to the number of teachers working for the public system of education. There is no evidence of a pro-poor distribution of resources, or a distribution to compensate low educational attainments. A distribution against states with higher illiteracy rates is observed. On the production of education , public expenditure does not explain changes in this variable whether the delivery of education is measures as student enrollment or score test results. Finally, populations with higher schooling level are found to prefer private education.// Este estudio analiza la relación entre el gasto en servicios públicos y la provisión real de éstos que recibe la población. Se analiza el caso particular de la educación primaria en México utilizando datos a nivel estatal. El estudio utiliza un modelo de planeador social y de grupos de interés para encontrar los determinantes del gasto público en educación junto con la producción de este servicio. De acuerdo con los resultados, el gasto en educación básica responde al número de maestros en el sistema de educación pública. No se encontró evidencia de una distribución de recursos a favor de los estados pobres o con escasa escolaridad. Se encuentra evidencia que sugiere una distribución del gasto contra estados con gran analfabetismo. En términos de la producción del servicio educativo, el gasto público no explica los cambios en esta variable, al medir la producción de este servicio como la matrícula escolar o en términos de desempeño académico de los estudiantes. Finalmente se encuentra que poblaciones con mayor escolaridad prefieren la educación privada.
