La regulación de las tarifas de distribución de gas natural en México. Un modelo estocástico

Abstract

We examine profit-maximizing pricing under a stylized version of the price-cap plan used by the Mexican Energy Regulatory Commission (CRE) to regulate transportation and distribution in the natural gas industry. When average revenue in each period is calculated as the ratio of total revenue to output in that period (as in the CRE’s plan), incentives for strategic nonlinear pricing may be created. However, in spite of its drawbacks, we also show that this regulatory regime might allow positive values of consumer surplus under stochastic-demand environments. This is proved through a simulation exercise whit data from the natural gas distribution projects in Mexico.// El artículo examina el establecimeinto de precios maximizadores de ganancias según una versión estelizada del plan de precios tope utilizado por la Comisión Reguladora de Energía de México (CRE) para regular el transporte y la distribución de gas natural. En este plan, el ingreso promedio de la empresa se calcula en cada periodo como la proposición del ingreso total entre el producto del periodo contemporáneo. El documento sostiene que esta restricción reguladora da incentivos a que la empresa establezca sus precios no lineales de manera estratégica. Sin embargo, a pesar de este inconveniente, también se demuestra, mediante una simulación basada en los proyectos de distribución de gas natural en México, que este régimen puede permitir valores positivos del excedente del consumidor en ambientes estocásticos de la demanda.
