El capital de los pobres en Costa Rica. Acceso, utilización y rendimiento

Abstract

This research addresses the situation and evolution of poverty emphasizing on the access to assets. After a global view of the relation between poverty and different forms of capital -human, productive and social- the study goes deeply into the rol of the first two. A measure of human capital is introduced and an analysis of its utilization, return and restrictions to accumulate is carried out. The analysis on productive capital focus on the sectors with the largest degree of poverty concentration, this is to say the urban microentrepreneurs. The potential impact on families poverty condition of major return and utilization of their assets were simulated. The study concluded that the access to different assets -and not the ownership- is a crucial element to overcome poverty situations, as well as to improve their utilization and return. Public policy implication were derived and future research areas were identified.// El trabajo analiza la situación y evolución de la pobreza con hincapié en el acceso a los activos. Luego de un panorama de la relación entre la pobreza y las distintas formas de capital -humano,productivo y social-, se profundiza en el papel de los dos primeros. Se introduce una medida de capital humano y se investiga su uso, rendimiento y restricciones para acumularlo. El análisis del capital productivo se centra en los sectores con mayor concentración de pobreza, los microproductores urbanos. Se simulan los efectos potenciales entre las familias pobres de un mayor rendimiento o utilización de sus activos. Se concluye que el acceso a los distintos activos, y no la propiedad, es lo importante para superar la pobreza, así como el logro de mejoras en su utilización y rendimiento. Se obtienen implicaciones de políticas públicas y se identifican campos para investigación posterior.
