Abstract

Introducción. La relación entre la política de comercio exterior y el crecimiento es una antigua y controvertida cuestión en la economía. Muchos economistas han afirmado que, dados otros factores, los países que han "liberado" sus sectores externos y reducido sus impedimentos al comercio internacional tendrán un comportamiento superior al de los países que no están en su misma situación. El Banco Mundial y el Fondo Monetario Internacional han apoyado este punto de vista y rutinariamente condicionan los préstamos de fondos a sus países miembros a la implantación de políticas de "liberalización del comercio exterior"...
