Estabilización y crecimiento en México: Gestión de la deuda pública interna

Abstract

Introducción. A pesar de su importancia uno de los aspectos que ha recibido menos atención al analizar estrategias de estabilización y crecimiento en la deuda pública interna. Su evolución se ubica en el centro de todo proceso de ajuste macroeconómico en el corto plazo y de desarrollo en el mediano. Además su manejo adecuado require la intervención de varias dependencias, lo que le confiere una complejidad institucional especial. El propósito de estas notas es analizar diversos aspectos en la materia a partir de la experiencia de México durante los pasados años. La evolución reciente de la economia de este país -de la estabilidad a la inflación, el ajuste, a la recesión y a la recuperación del crecimiento- hace de esa experiencia un caso particularmente ilustrativo. En este apunte se señalan algunos aspectos que es imprescindible tener presentes cuando se atiende la deuda pública interna; también se indica cómo inciden en otras variables, lo que las hace considerandos importantes en la elaboración e instrumentación de la política financiera...
