Consecuencias imprevistas de la política industrial de México

Abstract

Introducción. Hasta hace muy poco tiempo eran constantes de la política industrial mexicana de la posguerra la protección indiscriminada de la industria nacional, la imposición de cláusulas de contenido nacional para alentar la producción de bienes intermedios, la presión para estimular las exportaciones mediante la palanca de los permisos de importación necesarios para las industrias de control extranjero y el esfuerzo para mexicanizar la propiedad. Puede afirmarse que esta política funcionó: se creó una industria nacional. Pero esta política era costosa y contenía su propío mecanismo de autodestrucción, por cuanto la combinación de protección de las importaciones y de proporciones obligadas de contenido nacional condujo a una falta de competitividad. Bajo la presión de los declinantes ingresos de las exportaciones petroleras y la necesidad de remplazar este ingreso con otras exportaciones se ha abandonado la rigidez de la protección de las importaciones...
