La competencia monopólica, la credibilidad y los costos de los programas de desinflación en términos de producto: Un análisis de los controles de precios

Abstract

Introducción. El Brasil, la Argentina e Israel utilizaron los controles de precios como parte de programas de desinflación muy visibles en 1985-1986. Los controles trataban de destruir un componente "inercial" de la inflación, y por tanto se planeron como medidas temporales. Al igual que en las experiencias anteriores con los controles de precios el resultado hasta la fecha ha sido variado. Israel ha podido levantar la mayor parte de ellos sin desatar un resurgimiento de la inflación; el Brasil y la Argentina fracasaron en reiterados intentos por lograr el mismo efecto. Esta experiencia plantea muchos interrogantes. Es claro que hay costos microeconómicos, si es que hay alguno? ¿En cuáles circunstancias ayudan los controles de precios a bajar la inflación y cuándo la reprimen sólo temporalmente? ¿Cuál es el papel de apoyo adecuado de la política fiscal y monetaria durante el periodo de vigencia de los controles?...
