Gobernanza, complejidad y buen gobierno en el País Vasco

Abstract

The keys to a good governance reside in the canopy that conform welfare, quality of life, institutional trust, and identity. Public and political governance faces the social changes and problems of the last forty years: aging population, generational relief, technological revolution, the digitalisation of the productive system, recruitment of talent, institutional models, territorial integration, quality of democracy and citizens’ rights. Public and political governance, in turn, must be able to promote public policies that are capable of managing the mutations of the technological era, globalization, the different forms of sociopolitical bonds, and life conditions. This paper addresses all these challenges from a holistic and analytical perspective, by trying to shed light into the origins and possible consequences of these problems.
