Abstract

International trade and its governance has undergone major changes in recent years. The nature of international exchanges has changed, with the structure of international trade now based on value chains that denationalise the classical concept of comparative advantage and create new winners and losers. At the same time, increasing protectionist tensions, which in some cases have led to trade wars, are rapidly eroding the multilateral frameworks of governance that underpin international trade. In this new global context, the European Union has to redefine its trade strategy, both at the multilateral and bilateral levels.
