Retos para el País Vasco, tras tres décadas de desarrollo del sistema y de las políticas de innovación

Abstract

Within the general framework of regional innovation systems, this paper analyses the changes over time in the Basque innovation system and its innovation policies since its inception in the early 1980s, and compares the Basque innovation system with those in place in the countries and regions of the EU-27. As a result, a number of challenges are identified with regard to the innovation strategy for the Basque Country, with regard to the major problems that innovation policy must address: weaknesses in the components of the system, in the links between those components and in the ability of the system to diversify so as not to be trapped in a lock-in process.
