Abstract

Local Agenda 21s have been developed in the last decade as a mechanism for promoting public action in the field of sustainability. In this work, the authors analyse the Agenda 21 experience in Barcelona, which was significant both in terms of its importance on the local Spanish map and also in terms of the methodology developed, based on participation, consensus and co-responsibility. The analysis describes the process, the objectives of the Citizen Commitment to Sustainability (2002-2012) and sets forth an evaluation of the results, enabling the reader to reflect upon the potentialities and the limits of Agenda 21s as strategic planning instruments.
